THE FIFTH ESTATE: THE INTERNET’S GIFT TO DEMOCRATIC GOVERNANCE
Digital democracy researchers often view the Internet as a tool for supporting traditional democratic institutions, such as voting and consultation. However, the social and political impact of the Internet is more profound than mere democratic engagement and deserving to be called the Fifth Estate. It is by virtue of emerging patterns of Internet use that this technology has made pluralistic democracies more pluralistic by adding a new independent base of accountability - networked individuals of the Fifth Estate. The Fifth Estate exists because no single actor can control the Internet and its political use and implications.

TOWARDS THE FEDERATED INTERNET
A one-size-fits-all Internet was good but is no longer fit for purpose in a world with wide diversity. We need to relax global governance and let multiple Internets drive choice and innovation. The Internet was not born as a public and open system but as a private system of nonprofit and research-oriented networks. We should also think about a system of federated Internets working together in some form of technological coexistence of intereoperability.

As more viewers watch content on mobile devices such as smartphone and tablets, broadcasters and service providers are finding it increasingly hard to ignore the delivery of over-the-top (OTT) content. Video streaming services have consolidated the increasing demand and appetite for OTT-based content.

WHEN IT MEETS POST
Information technology (IT) is fast becoming the industry’s technical backbone, as the storing, processing and sharing of data using computers and computer networks pervades set-to-screen workflows. As digital workflows become more prevalent, IT disciplines are beginning to merge with production process. There is little distinction between pure IT and production IT disciplines, particularly in the world of post-production.

CHINA LIMITS FOREIGN FORMATS
The government-controlled State Administration of Radio, Television and Film recently introduced the rules to reduce the number of talent formats that Chinese broadcasters acquire. Foreign indies and distributors are developing strategies to keep doing business in China despite new regulations that will limit the number of international formats that can be remade there.
