On Wednesday's Backchat: Development of the Shek Kwu Chau waste incinerator and its environmental impact; and rent controls on subdivided flats.
Environmental groups have criticised a government decision to allow underwater cable installation for the waste facility during the most active months for the local population of finless porpoises. 
The cables will provide electricity for the HK$31 billion incinerator, which is currently under construction off south Lantau, in one the porpoises' main habitats.
The Environmental Protection Department has said noise from the work will not affect the aquatic mammals, and CLP Power has said it will adopt mitigation measures and will halt work temporarily if they are spotted nearby.  But the green groups are concerned. 
After 9:15am, we’re discussing rent controls on subdivided flats, with the administration proposing to lower the limit of rent increases from 15 percent to 10 percent.
