    Proposed amemdments to harbour protection laws / GPS network disruptions in Hong Kong

    On Tuesday's Backchat, we're talking about developments surrounding the harbourfront.

    In her weekly blog, the Secretary for Development, Bernadette Linn, said she expected promenades along the harbour to span 29 km in total length by the end of this year, with the hope of reaching 34 km by 2028.
    The minister's comments came after the government gazetted the Protection of the Harbour (Amendment) Bill, to streamline the procedure for small-scale reclamations, for facilities such as piers and viewing decks.
    A "presumption against reclamation" would still exist for large-scale developments.
    After 9:45, we're talking about reports of GPS network disruptions having an impact on Hong Kong users over the weekend.

    COP 29 climate conference / Cold weather and the elderly

    On Tuesday's Backchat, we're looking into the highlights of this year's COP29 climate conference, which concluded at the weekend.

    After two weeks of negotiations, members agreed to a yearly financing goal of US$300 billion from 2035, to support developing nations reduce their greenhouse gas emissions and prepare for extreme weather.
    The funds are expected to be drawn from public and private sources of richer countries.
    The meeting was full of controversy, with critics arguing that Azerbaijan should not have hosted the summit, citing the oil producing country's climate record.
    This year's summit came just two weeks after the victory of US President-elect Donald Trump who is expected to take a step back from climate agreements.
    We'll be talking about these and other main talking points around the meeting, and asking whether the financial commitment is enough to support poorer countries fight climate emergencies?
    After 9:45, we'll learn more about how NGOs are preparing to help the disadvantaged cope with plummeting temperatures.
