她们生活在很多香港人的家庭里。

「When I trying to open the door, he push me, he just… I know that I have a wound here on my both arms.」

有不少甚至会说我们的语言。
「试过他叫我按摩，然后他这样摸我。」
但是面对不公平，甚至暴力，她们很多时候会选择沉默。

「Mum always told me don’t argue, just keep silence.」

「同太太说我不做了，为什么不做呢？我不想再在这里，我不说他是这样，因为她不会相信我的。」

直至……

「Let’s speak for Erwiana！Let’s speak for Erwiana！Let’s speak for Erwiana！Let’s speak for Erwiana！」

《苹果日报》报导，有一名22岁的印尼佣工Erwiana遭到雇主长期虐打，又不让她报警。Erwiana被虐打至失去工作能力后，被雇主送返印尼，事件才被与她同机的同乡揭发。

白恩逢外佣庇护中心负责人Edwina说，Erwiana的事件反映很多外佣遇事的时候，因为在香港没有容身之所，加上司法程序期间她们不能工作，很多时候都倾向息事宁人。

「You put up in that kind of situation, you pack up your things and leave. If you pack up your things, that will mean loss of job, loss of potential income and loss of assistance, financial assistance in your family back home.」Edwina说。

「You don’t have place to go, and you not allow by the immigration department to work legally in Hong Kong. And so they have to rely on charities, like the Bethune house, for be able to pursue cases in court at the Police, you know…at the Labor Department and legal aid etc.」

白恩逢外佣庇护中心，是一个提供容身之所予受困扰外佣，以及法律协助的慈善机构。他们在2012至13年度，一共收到500个求助个案。Edwina说，无论是Erwiana的情况，或是其他求助个案，其实只是问题的冰山一角。

「We have more than 500 women looking to the shelter; it’s just been full house. See, there are also Catholic church which is running 2 shelters, those are mostly run shelters for Indonesians, these are the women who are just want to expose what really happen to them.」Edwina说。

「There still who do not want to report because of fear of losing their jobs, those women in the shelters are who those women are brave enough to say no.」

到庇护中心求助的外佣，情况各不相同，涉及的问题大多包括欠薪、长时间工作，而严重者像Wendy般，甚至曾经受到暴力对待。

「I live with my employer 1 year and 5 months, I pursuit to resign in my employer because of my situation. My madam is always hit me, he pour me 3 times of lukewarm water, but they didn’t report to police because I want to finish my contract.」

「And then the children are so naughty, they also kick me sometimes, they give me some bad attitude to their mother and father. They told me that I didn’t working. And then they told their mother and father, my employer also scold me why you didn’t do your job well.」

「My mum is so hard temper, so he scolds me. And then when my madam do that last Saturday 21 11, I want to call up police, and then he lock the door so I didn’t go out. And then when I trying to open the door, he push me, they leaving the room, and then…so I have a wound here.」

「But before they told me have to take a picture for that, but I don’t do because I am so pity with the children if some…or so their mum will got in jail, so I don’t want to do that.」

「So just never mind for that, I just want to get my passport, my contract and my money, my salary just that, it’s okay.」

Erwiana事件被揭发，特首和保安局关注事件。

「一般而言，我们不会派人去外地，今次是特别4位警务人员，还有破天荒第一次劳工处有2位同事过去，充份显示出特区政府对于这一类案件，是会不遗余力去侦查。」保安局局长黎栋国说。

「Hong Kong is a law abiding society, we have good record of law and order, and we do not tolerate, and we do not tolerate any offence against the person.」行政长官梁振英说。

虽然政府官员如此说，但事实上，Erwiana事件被揭发之初，警方就一度以受害人不在香港，难以取证为由，将案件列作杂项处理。Edwina说，警方过去多次处理佣工投诉被虐的案件，态度都非常消极。

「The employer reports they act very fast, if it’s domestic helpers who report, they would say like if it’s a small clutch, they will say it just like miscellany thing you know. In Hong Kong, if somebody push you this already consider as physically assault. You don’t have to wait for someone to be wounded. Police should act advance and should not drag for months.」

她更认为，若不是传媒的报导，Erwiana的事件不会受到重视。

「It’s just the media has learn about the case, and they are eager to have it out, expose it to the public. Not just in Hong Kong but internationally. So I think that’s why we have to do something about it, otherwise, even though there is racial discrimination ordinance in Hong Kong, still, discrimination in Hong Kong exist.」

除身体暴力之外，Edwina说，向她求助的佣工很多时候会面对性骚扰及长时间工作的问题。而Betty和Susan就分别跟我们说了她们的故事。

Betty说：「整天都叫我工作、工作、工作，但我想进食都不允许。『唉哎，你先不要吃东西，你先工作』，『唉哎，太太如果我没有吃东西我不能做』，然后她就说『唉哎，你去工作、工作、工作，我不允许你进食』就这样。」

「我3点刚睡，连睡觉都要先和他们说『先生太太，我要睡觉』，要说的，如果我不和他说，他便会骂、骂、骂。我都有…有…一个家都有2名佣工，我和我朋友，我一起走，3个在那里都一起走。」

Susan说：「第一次我来香港的时候，然后天天经常给我看，报纸不是有色情版面吗？他经常给我看，为什么她那么大而你没有，经常都这样说。那时候我不懂说。」

「试过了，叫我按摩，还要他在房间。我不喜欢在房，为什么按摩不能在客厅，可以有人看着，『可以了，就这样吧，在房间方便点』，但是我不做的。有一次试过妈妈不在家，只有我们两个，然后他叫我按摩，在后面，然后他这样摸我。刚巧妈妈回来，他马上坐到沙发，好像无事发生似的。」

「和太太说我不干了，她问为什么不干，我不想再在这里，­­­­­­­­­­­­­­­­­­­我不说他是这样，因为她不会相信我。」

这些佣工在香港的遭遇，被《时代杂志》批评为现代的奴隶制度，Edwina对此非常认同。

「Yeah, because like for example these women here, they work 6 am until 2 pm, and then they are not provided with sufficient food, they are being hurt, and that’s why that’s against women, it’s not when you say violence against women it’ just physical or weapon or rape. It’s also when the condition in employment conduct a not being followed by the employers. And they know that the domestic workers rely on the employers while they are working in their house.」

要改善佣工在香港的人权，她认为香港政府和佣工的输出国，都应该在政策上作出改变。

Edwina说：「The mission for migrant workers had done a survey, is entitled “where do wages go”, most of the wages goes to paying the recruitment agency, especially during the first 3 to 5 months of their work in Hong Kong. With Indonesians, it’s legal to charge $21,000, but it’s not legal to arrange a loan in Indonesia and then pay them in Hong Kong.」

「So the range of the payment even though in the Philippines, for example is zero agency fee. It’s still the recruitment agency in the Philippines. So combat the law, so making it appear the payment was actually for training, for medical, expenses, for video, for the departure of orientation. There are many kinds of items, you know. They think of so they can just make it appear and so it’s not, it does not isn’t goes to the placement fee. They why we call force migration; you are force to leave your family because you need to survive, we need a job. I think the Philippines government and the Indonesian government should pay attention to the policy. And should ensure the protection of the people (who are) work(ing) in Hong Kong.」
