Chief Executive John Lee was out and about on Saturday afternoon meeting residents and greeting businesses.
Flanked by tourism secretary Kevin Yeung as well as the executive director of the Tourism Board, Dane Cheng, he visited the West Kowloon Cultural District and Temple Street night market.
At Temple Street, the CE mingled with residents and spoke to street vendors, wishing them good business.
He also tried some snacks along the way and had a cup of coffee at a Nepalese stall, saying he needed a warm drink in the chilly weather.
“This is really not just about the coffee, it is also the culture. It is so different,” he told the stall owner.
The CE then headed to the West Kowloon Cultural District to visit a Christmas market there.
He said while some Hongkongers have travelled elsewhere during the holiday season, there are still around seven million people staying in town.
He called on different industries to do more to encourage spending.
"We hope everyone can do their best in their own areas to boost consumption, and to make things more appealing. We should think of more ways," he said.
"I believe Hongkongers are very good at coming up with ideas."
