Environment secretary Tse Chin-wan says the waste-charging scheme, which the government had initially planned to bring in by the end of this year, will not now be rolled out until next April. A think tank says the government's decision to delay the launch of the waste-charging scheme is 'reasonable'. Bishop Stephen Chow, the head of the Catholic diocese in Hong Kong, has been named a cardinal by Pope Francis. The elevation of the 63-year-old follows his landmark visit to Beijing in April, when he called for closer ties between the church in the city and its counterparts on the mainland. The Chinese University says its biobank will attract multinational pharmaceutical companies and help to turn Hong Kong into a base for drug development. The biobank, at the Prince of Wales Hospital, recently received accreditation from A2LA. It is only the second in the Asia-Pacific region to be recognised by the biobank accreditation agency - one of the largest in the world - after a facility in South Korea. The dean of medicine at the university, Francis Chan, told Elvis Yu it is a "milestone for Hong Kong":

A structural engineer says assistance is needed to help property owners and grassroots tenants manage their blocks, to ensure repair and maintenance works is carried out in a timely manner. Greg Wong made the suggestion after lumps of concrete fell onto a busy Mong Kok street twice in less than a week and raised concerns about the safety of older blocks across Hong Kong. The building was classified as a low-risk structure by the authorities, when its owners applied to join an inspection and maintenance scheme in 2018. He spoke to Janice Wong about this:

The US Treasury Secretary Janet Yellen, says her talks with senior officials in Beijing have helped stabilise relations between the two countries. The Xinhua news agency described her talks as constructive, though said Beijing has concerns over the sanctions and restrictions the US has imposed on China. It also noted that the two sides had agreed to strengthen communication and cooperation on addressing global challenges, and would continue with exchanges and interactions. RTHK's Washington-based international economics correspondent, Barry Wood, told Mike Weeks that Yellen's visit was positive though no major breakthroughs were made:
