The Transport Department says it will roll out time-sensitive toll charges at the three cross-harbour tunnels from 5am on December 10. The chief executive of the Hong Kong Federation of Insurers has hit back at claims that taxis need to add a 'typhoon' surcharge onto fares as they are not insured during higher storm signals. Selina Lau said 22 percent of the city's 18,000 taxis had comprehensive insurance which covered them in all weather conditions. She said the 4,000 cabs with the higher insurance coverage were usually the newer taxis. She also told Samantha Butler that almost 60 percent of private car owners did not have comprehensive coverage - which they might want to reconsider, given the increase in extreme weather events:

The head of a labour rights group has expressed disappointment and anger that a construction company has again been involved in a fatal industrial accident. The firm known as Aggressive Construction is the main contractor of a government building site in Yau Ma Tei. On Tuesday, a cable installation worker there died after falling from height. The government has now barred Aggressive Construction from bidding for government projects for an additional year, until December 2024, and for tendering for contracts for three months. The Hong Kong Red Cross Blood Transfusion Service has launched a new notification service, so that donors will receive a text message when their blood is being sent to hospital for use. Chief Executive and Medical Director of the Red Cross, Lee Cheuk-kwong, told Elvis Yu about his hopes that the new service would encourage people to give blood on a regular basis:

A new study says one in 14 Hongkongers is a multi-millionaire. That is based on an annual survey by Citibank, which interviewed 1,700 residents aged 21 to 79 from October last year to earlier this year. An estimated 408,000 people are projected to have net assets of $10 million or more. Its head of retail bank, Josephine Lee, spoke to Elvis Yu about the findings:

President Xi Jinping will deliver a keynote speech at the third Belt and Road Forum for International Cooperation in Beijing next Tuesday. He will host a welcome banquet and bilateral events for foreign leaders and heads of international organisations attending the two-day forum. It marks the 10th anniversary of Beijing's Belt and Road Initiative, which involves development cooperation with some 150 countries. Here in Hong Kong at a Belt and Road summit, Chief Executive John Lee said the SAR would continue contributing to the initiative and strengthen its role as an international arbitration centre.
