A transport analyst says new time-sensitive tunnel tolls will not have much effect on the total number of vehicles on Hong Kong Island but may help reduce congestion in the cross-harbour tunnels during peak hours. Private cars and motorcycles using the central, eastern and western crossings will be charged different rates at different times of the day. But Alok Jain, CEO and managing director of Trans-Consult, told Janice Wong that unless the variation in fees is large, drivers will be insensitive to the adjustments:
