The Chief Executive John Lee has defended his government's decision to amend the law to give the health secretary power to invalidate Covid vaccine exemption certificates. He said the change was in accordance with the rule of law. A foster care service provider has warned of a severe shortage of foster parents, saying its estimates show a shortfall of between 800 to 900 families. The Hong Kong Christian Service recently interviewed some 120 foster families under its supervision. It said more than 18 percent planned to quit in the next three years, for reasons such as health, age, immigration, and a lack of societal recognition. The group's chief supervisor, Carrie Kong, said it had made recommendations to the government, including providing a so-called "foster family hub", so carers could drop off the children whenever they needed a few hours' break. The Society for the Protection of the Harbour has decided not to object to a government plan to reclaim a small amount of land in the Harbour for the New Territories Cycle Track Network as it believes there is an overriding public need for it. In 2004, the Court of Final Appeal ruled that any reclamation project within the harbour must meet the overriding-public-need requirement. The 82-kilometre track will connect Ma On Shan and Tsuen Wan. Three kilometres of it run along Victoria Harbour and will require reclamation at two locations.
