The Financial Secretary Paul Chan has stressed the importance of more investment in Hong Kong even though the SAR's financial reserves are under strain. Former executive councillor Franklin Lam has likened Hong Kong's economy to a very sick hospital patient that has been discharged, saying one-off relief measures are no longer needed to keep it alive, and that it needs more 'nutrition' so it can lead the world again. The Development Bureau says it wants to revise an ordinance preventing reclamation in Victoria Harbour to make it easier to push through harbourfront projects. The Harbourfront Commissioner says multiple plans to beautify the waterfront have been stalled because of the ordinance's high threshold, as Vanessa Cheng reports:
HK Red Cross appeals for further quake donations  Listenfacebook
The Hong Kong Red Cross is appealing for donations to help people in Turkey and Syria, two weeks after devastating earthquakes killed more than 46,000 people. While Turkey has now ended rescue efforts in all provinces, except those hardest-hit, the Red Cross says it still has teams on the ground, working in conjunction with the Turkish Red Crescent society to help the millions of people left homeless. Karen Poon, the head of International and Relief Service, told Janice Wong that the cold weather and aftershocks were complicating relief work:

The Communist Party official in charge of foreign policy says Beijing will never accept US attempts to dictate Sino-Russian relations. Wang Yi said as a major power, America should instead promote a political solution to the crisis over Ukraine. He was speaking after meeting the US Secretary of State, Antony Blinken, who alleged that China was considering supplying weapons and ammunition to Russia. Earlier, Wang condemned Washington's recent shooting down of a Chinese balloon off the coast of North Carolina, calling it "hysterical and absurd". Aaron Tam reports:
Biden to visit Poland to mark war anniversary  Listenfacebook
President Biden will visit Poland this week, ahead of Friday's one-year anniversary of Russia’s attack of Ukraine. He is expected to arrive on Tuesday, the same day that Russia's president, Putin, is scheduled to give a state of the Nation address, where he might announce a new military offensive in Ukraine. RTHK's Washington correspondent, Barry Wood, told Vicky Wong that Biden would send a message of continued US support for Ukraine's efforts:
